Boat capacity question

I wonder how many can fit into a boat are decided or computed especially if both boats are seemingly the same size and length. anyone here knows? thanks!
 
It's usually based on weight capacity, not just size...factors like hull design, width, and safety standards matter. Two same-length boats can have very different passenger limits because of that
 
What factors are they using to set those limits, just length and width, or do they also factor in weight capacity, layout, and safety standards like the ABYC or Coast Guard rules?

they mostly factor a lot of things, not just overall size. Design, weight, layout, displacement and a few other aspects. With that said, the number is an average one, meaning it takes into consideration a person that weighs about 150 pounds.
